A negative exponent means to move the term to the denominator and get rid of the negative sign.

\(\frac{1}{(5/3)^{2}}\)

 

That is the same thing as:

\(\frac{1}{5^{2}/3^{2}}\)

 

=\(\frac{1}{25/9}\)

 

=\(1 / \frac{25}{9}\)

 

Keep, change, flip

=\(1 * \frac{9}{25}\)

 

=\(\frac{9}{25}\)
