The standard equation form for a circle is
(x-h)^2 + (y-k)^2 = r^2
where h,k is the center....
so we have
(x-3)^2 + (y+2)^2 = r^2 the radius has to be big enough to have tangent of y = 2 (which is 4 units from the center)
so r = 4
(x-3)^2 + (y+2)^2 = 4^2
