There are: 9999 - 1000 + 1=9000 numbers 4-digit numbers between 1000 and 9999

 

There are 28 numbers per 1000 numbers that have at least 2 zeros in them.

 

28  x  9 =252 numbers with at least 2 zeros between 1000 and 9999.

 

x = 252 / 9000 =7 / 250 =2.8%
