Not 100% sure what "fixed costs" is, but im guessing thats how much money the company gets to use each day. This would mean that they have to pay 4.75 to make one hammer, so you would need 4.75x. Next, since they are given 400 to use, it would come up to C(x) = 4.75x + 400
