Assuming a constant growth rate:

Final Number  =  Beginning Number x ( rate ^ time )              (time:  1998 - 1994 = 4)

81 000 000  =  72 000 000 · r ^ 4

Dividing both sides by 72,000,000:          1.125  =  r^4

Finding the fourth root of both sides:              r  =  1.030

Using the formula to estimate the population iin 2016 (2016 - 1994 = 22):

    Final Number  =  72 0000 000 · 1.030 ^ 22  =   138, 000, 000  (rounded)
