The result must be in the form:  y  =  mx + b

Use the distributive property on:  (-2/5)(x + 2)

                                       --->    (-2/5)(x) + (-2/5)(2)

                                       --->    (-2/5)x - 4/5

y + 1  =  (-2/5)(x + 2)

becomes:

y + 1  =  (-2/5)x - 4/5

Subtract 1 from both sides:

y  =  (-2/5)x - 4/5 - 1

y  =  (-2/5)x - 9/5

The slope is  -2/5  and the y-intercept is  -9/5.
