how do you get a square root from a fraction

I'm not sure exactly what you mean, but I'll take a stab at this:

If you want to simplify  √(4/9)  

write it as the square root of the numerator divided by the square root of the denominator, as:

    √(4/9)  =  √4 / √9  =  2/3

Also:  √(17/36)  =  √17 / √36  =  √17 / 6
