Think of a simple question like

how many times great is 8 than 2   The answer is 4  because 8 divided by 2 =4

So

even when the numbers are horrible, it must still be the first one divided by the second one :)

Divide (12.4 x 102) by (3.1 x 10-3):

--->  (12.4 x 102) ÷ (3.1 x 10-3)  =  (12.4/3.1) x (102 ÷ 10-3)

--->  To divide numbers that have the same base, subtract their exponents)

--->  (12.4/3.1) x (102 ÷ 10-3)  =  (12.4/3.1) x (102 --3)  =  (12.4/3.1) x (105)  =  ...   the answer
