This is a pre-calc question. I don't understand how to solve the question. Can someone please help me?

I hope I'm understanding this question properly. 

sine(a) can be at most 1, and at least -1. 

To get the lowest temperature, we want sine(a) to be the highest number. 

That means sine(7x/3 + 1/6) = -1. 

-19 * 1 -3 = -22

To get the highest temperature, we want sine(a) to be the lowest number, -1. 

-19 * -1 - 3 = 16
