If the ratio is  1:6  then there will be a total of 7 created.

(1 litre concentrate + 6 litres water  =  7 litres orange juice)

To get 70 litres of orange juice, you will need 10 litres concentrate and 60 litres water.

If you start with 5 litres of concentrate, and you need 6 litres of water for each litre of concentrate, you will need 6 x 5  =  30  litres of water, for a total of 35 litres of orange juice (concentrate plus water).
