I just noticed that both equations begin with 1/3x so if you start by subtracting the second equation from the first equation it might be quicker.
1/3x - 1/3x +1/2y - 3y = -3 - - 13
0.5y - 3y = -3 + 13
-2.5y = 10
y = 10/-2.5 = -4
1/3x + 1/2*-4 = -3
1/3x - 2 = -3
1/3x = -1
x = -3
solution (-3,-4)
It doesn't make much difference, it is just a slightly different approach.
