There are three jars, 2/9th of each of which is filled with pickle. If all this was to poured out to fill new jars (of the same size and shape) completely, how many jars could be filled?

Isn't the answer 0 jars?

Because it says "to fill new jars (of the same size and shape) completely" and no jars can be filled completely with 6/9 worth of pickles?

What am I missing?

If the original jars held 9 ounces each, then you start with 6 ounces of pickles? pickle juice?

You could fill 1 jar if it held 6 ounces; 2 jars if both held 3 ounces, 3 jars if each held 2 ounces, 4 jars if each held 1.5 ounces, etc. ...
