A vertical asymptote will occur when the denominator = 0
So....when x= 3 we have that 3 + c = 0 → c = -3
And since f(1) = 0.....this means that
0 = -4(1) + b

x - 3
So we have
0 = -4 + b → b = 4

f(x) = -4x + 4
