We can figure this out by reason...

If it helps, think of this as a word problem:

Ginger's Grocery Store has 100 apples. You buy 55 of their apples for your apple pie fiesta.

You bought about half of the apples, and half of the apples is 50%. if you bought a little more than half, what's your percent?

70% is the same thing as 

$${\frac{{\mathtt{70}}}{{\mathtt{100}}}}$$

or

.7

If we know that .7 of the population voted, we can multiply this by the total population to figure out how many people voted.

$${\mathtt{0.7}}{\mathtt{\,\times\,}}{\mathtt{1\,700}} = {\mathtt{1\,190}}$$
