just draw the circles like a flat donut.
the radius of the little one is 3cm and the big one is 8cm. This means that there is 5cm between the 2 circles.
If P is equistant from the two cirles it must be 2.5cm from each.
so it will be 3+2.5 = 5.5cm from the centre.
You need to draw the picture to see what I am talking about.

You wrote
10 to the negative third power = 10^(-1/3) This is not scientific notations
you meant
10 to the power of negative three = 10^(-3) This is scientific notation
What you wrote was not scientific notation BUT what you meant was scientific notation.

Maybe you mean 1.7e^13
e is an irrational number like pi so it cannot be written exactly in numbers but, e is approximately equal to 2.718281828 (which is approx 2.718)
So 1.7e^13 is approx = 1.7*2.718*2.718*2.718*2.718*2.718*2.718*2.718*2.718*2.718*2.718*2.718*2.718*2.718 (there are 13 e's here.)
=aprox 752,102.8
